Job purpose

The Data Migration Lead is accountable for the end-to-end migration of data from SAP ECC to Oracle Fusion Cloud across the programme's in-scope Finance, Procurement, HCM and Payroll modules.

The role will define and lead the data migration strategy, oversee cleansing and business readiness, direct source-to-target mapping and transformation, manage iterative migration cycles, and provide assurance that migrated data is complete, accurate and ready for go-live.

The postholder will work across business and technical teams, bringing together Dorset Council subject matter experts, the Systems Integrator and delivery resources to ensure that data migration is planned, governed and executed as a critical programme workstream.

Key accountabilities

Data migration strategy and governance: Define, maintain and own the end-to-end data migration strategy, including scope, sequencing, tooling, migration cycles, cutover, rollback and archival decisions. Establish governance, quality gates, decision points, escalation routes and formal business sign-off.

Data scope, extraction and mapping: Lead the identification and assessment of required SAP data objects across Finance, Procurement, HCM and Payroll. Direct extraction from SAP ECC and oversee detailed source-to-target mapping to Oracle Fusion Cloud objects, including treatment of master, transactional, historical and custom data.

Data cleansing and quality: Take ownership of the in-flight data cleansing workstream. Define measurable data-quality rules and thresholds for each domain, establish clear data ownership and stewardship, monitor progress, and make sure data is Oracle-ready rather than only SAP-compliant.

Transformation and Oracle loading: Oversee data transformation and loading using relevant Oracle Fusion Cloud tooling, including FBDI, HDL and procurement loading methods. Ensure transformation logic, templates, scripts and error-handling processes are controlled, documented and repeatable.

Mock migrations and reconciliation: Plan and lead iterative mock migration cycles, increasing in scope, volume and operational rigour. Establish a robust reconciliation framework covering record counts, financial values, balances, exceptions and detailed validation, with issues tracked through to resolution and retest.

Cutover and go-live readiness: Develop and own the data cutover runbook, including dependencies, timings, responsibilities, checkpoints, freeze arrangements, load sequence, reconciliation, escalation and rollback. Define and evidence clear data-related go/no-go criteria and lead live migration execution.

Stakeholder engagement and business sign-off: Build effective relationships with Finance, HR, Procurement, IT and programme leadership. Secure the subject matter expertise and business capacity needed for cleansing, validation and sign-off, communicate risks in plain English, and escalate barriers promptly.

Team and partner leadership: Shape and lead a blended data migration team across internal staff, contractors and the Systems Integrator. Clarify roles and priorities, coordinate activity across multiple data domains, maintain delivery discipline and ensure knowledge is documented and shared.

Risk, assurance and reporting: Identify and manage data migration risks, assumptions, issues and dependencies. Provide clear progress, quality and readiness reporting to programme governance, with transparent evidence to support decisions and assurance.

Key deliverables

  • Data migration strategy, scope and roadmap aligned to the overall ERP programme plan.
  • Approved inventory of data objects, ownership, migration treatment and retention or archival decisions.
  • Controlled source-to-target mappings and documented transformation rules across all in-scope domains.
  • Data-quality framework, cleansing plan, thresholds, dashboard and business sign-off evidence.
  • Repeatable extraction, transformation and loading processes using the agreed Oracle tooling.
  • Mock migration plans, results, error analysis, reconciliation reports and improvement actions.
  • Detailed cutover runbook, rollback approach and agreed data go/no-go criteria.
  • Complete migration audit trail and knowledge base, including decisions, mappings, scripts, controls and issue resolutions.

Experience and knowledge

  • Demonstrable experience leading data migration on an SAP-to-Oracle Fusion Cloud programme, or an SAP-to-Oracle EBS programme with strong Fusion awareness.
  • Deep working knowledge of SAP data structures across FI, MM and HR/HCM, including master and transactional data, table relationships and extraction approaches.
  • Hands-on understanding of Oracle Fusion Cloud data-loading methods, including FBDI, HDL and procurement loading tools or equivalent.
  • Experience designing and executing full-volume mock migration cycles with formal reconciliation and controlled issue resolution.
  • Experience leading complex data cleansing activity with measurable quality thresholds, named business ownership and formal sign-off.
  • Experience producing and managing data migration strategies, cutover runbooks, reconciliation controls, rollback arrangements and go/no-go frameworks.
  • Strong stakeholder management skills, including influencing senior leaders and securing business capacity for data activity.
  • Experience leading blended multidisciplinary teams and working effectively with a Systems Integrator or other strategic delivery partner.

Desirable

  • Experience working in or with UK public sector organisations.
  • Knowledge of SAP Funds Management and local authority financial structures.
  • Knowledge of Oracle Integration Cloud for ongoing integration following migration.
  • Experience using Oracle Fusion Cloud HCM Data Loader for complex payroll and pension data.
  • A recognised programme, project or agile delivery qualification, such as PRINCE2 Practitioner or equivalent.
